Can anyone give me details on how to start a sorority at my local UNIVERSITY?

You should approach the Greek Council on campus. They might be able to help you. You can also find out what sorority organization that is not represented on campus and see if they will sponsor your group. You should have all of your info ready to go when you speak to them.
